The decision to repair, resurface, or rebuild should be based on the whole assembly: surface boards, joists, beams, posts, footings, connections, stairs, guards, drainage, and the way the deck meets the home.
That is especially important in North Texas, where intense sun, rain events, seasonal freezes, irrigation, and debris can create repeated wetting-and-drying cycles. The USDA Forest Products Laboratory notes that horizontal deck surfaces face severe weather exposure and that moisture can collect in checks, cracks, end grain, and connections.
This guide helps organize the conversation. It is not a structural inspection. If the deck moves unexpectedly, has a loose guard, shows a failing support or connection, or appears at risk of collapse, keep people off the affected area and arrange a qualified evaluation.
Begin with safety, not appearance
The U.S. Consumer Product Safety Commission advises checking decks for loose hardware, rotting boards, and eroding foundations and recommends professional inspection for structural soundness. The American Wood Council also points out that ledger connections, guardrails, and stairways are all important to deck safety.
Warning signs that deserve prompt attention include:
- noticeable movement, leaning, separation, or a sudden change in level;
- a guard or stair rail that moves under ordinary hand pressure;
- soft, crushed, or deeply decayed wood at supports or connections;
- missing, heavily corroded, improvised, or pulling fasteners;
- separation between an attached deck and the house;
- posts no longer centered on or bearing properly at their supports;
- cracked, displaced, undermined, or severely eroded footing areas;
- stair stringers, treads, or landings that move or have significant damage;
- fire, vehicle, tree, flood, or major storm damage; or
- a product subject to an unresolved safety recall.
Do not assume new surface boards will correct those conditions.
Inspect the deck as connected systems
Walking surface
Look for split, cupped, loose, soft, burned, or deeply weathered boards; raised fasteners; trip edges; failed patches; and areas that stay wet. Surface damage can be localized, but a repeated pattern may indicate drainage, spacing, support, or material-age issues.
Joists, beams, posts, and blocking
The framing carries the surface. Look beneath the deck with good light where it is safe to do so. Pay attention to wood near fasteners, end grain, beam and post connections, areas that collect leaves or soil, and locations repeatedly wetted by runoff or irrigation. Visual inspection can identify obvious deterioration, but it cannot confirm every concealed condition.
Connection to the home—or freestanding support
An attached deck depends on a properly designed and maintained connection at the building, including water management. A freestanding deck has its own support and bracing needs. Either approach can work; neither should be judged from the surface alone.
Guards, handrails, and stairs
These components experience repeated pushing, pulling, impact, and movement. Check posts, rails, balusters, treads, risers, stringers, landings, and connections. A loose guard is not a cosmetic punch-list item.
Drainage and surrounding conditions
Observe where roof water, sprinklers, air-conditioning drainage, planters, and soil contact the deck. Note places where debris packs between boards or against the house. Repairing wood without changing the wetting pattern can lead to the same problem again.
When a targeted repair may be enough
Repair is most promising when the defect is localized and the surrounding structure is confirmed to be serviceable. Examples may include:
- replacing a limited number of damaged deck boards;
- correcting isolated fastener or connector problems with an appropriate detail;
- rebuilding a small stair or landing component while the supporting structure remains suitable;
- repairing a localized guard section as part of a verified guard system;
- improving one drainage or debris-trapping detail; or
- addressing minor finish deterioration after the wood is properly prepared.
The cause still matters. A single soft board beneath a long-term roof drip may remain a local repair. Several soft members at the house connection may point to a larger water-management and structural problem.
A repair scope should say what was evaluated
“Replace bad boards as needed” is open-ended. A clearer scope identifies the known boards or areas, the assumed condition of framing, the replacement material, fasteners, finish treatment, access, disposal, and the process for concealed damage.
When resurfacing can make sense
Resurfacing generally means removing the deck boards and installing a new walking surface while retaining some or all of the supporting structure. It can be a good value only when the retained structure is suitable for continued service and compatible with the new surface.
A resurfacing evaluation should address:
- joist, beam, post, footing, ledger or freestanding-support condition;
- water damage and flashing at the home;
- joist spacing, alignment, crown, and blocking;
- corrosion or incompatibility in existing fasteners and connectors;
- stair framing, guard-post support, and railing layout;
- current deck shape, height, door clearances, and drainage;
- whether the proposed board line allows the existing spacing and layout;
- additional framing required for picture frames, breaker boards, stairs, or diagonal decking; and
- whether local review, permits, or upgrades are triggered by the actual scope.
Removing the old surface is valuable because it exposes framing that was previously hidden. The proposal should explain how discoveries are documented and how added work will be priced and approved.
Wood-to-composite resurfacing is not just a board swap
Composite and PVC product lines publish their own joist-spacing, blocking, gapping, fastening, ventilation, and stair requirements. An existing wood deck may need closer spacing or extra support. Manufacturers also generally direct installers to remove old deck boards rather than lay new decking over them.

When rebuilding is the stronger plan
Rebuilding deserves serious consideration when:
- deterioration is widespread across framing or connections;
- the deck has recurring movement or significant settlement;
- footings, posts, beams, ledger, or primary connections need extensive correction;
- the existing structure is not compatible with the desired surface or layout;
- stairs and guards require broad reconstruction;
- repeated patches have created an inconsistent system;
- water intrusion at the house requires the connection to be redesigned;
- the deck's height, shape, circulation, or use no longer works for the household;
- a roof, hot tub, outdoor kitchen, large planter, or other substantial load changes the design needs; or
- demolition needed to reach the problems leaves too little useful structure to justify preservation.
A rebuild can also simplify responsibility. Instead of combining unknown existing work with new finishes, the project can define the support, framing, surface, stairs, guards, drainage details, and closeout as one coordinated scope.
That does not mean every old deck must be removed. Age is context, not a diagnosis. A well-built older structure may remain serviceable; a newer deck can still have serious defects.

What drives cost in each option?
Repair cost drivers
- investigation and safe access;
- number and location of affected components;
- matching existing lumber, profile, color, and finish;
- careful removal around reusable work;
- correcting the source of damage; and
- mobilization for a small but detail-heavy project.
Resurfacing cost drivers
- full board removal and disposal;
- framing repairs found after opening;
- planing, sistering, blocking, or spacing changes;
- selected wood, composite, or PVC line and fastening system;
- fascia, picture frames, stairs, and guards; and
- protection of doors, siding, landscaping, and occupied areas.
Rebuild cost drivers
- demolition, access, haul-off, and site protection;
- deck size, height, levels, shape, and loads;
- footing and structural design;
- attachment or freestanding configuration;
- stairs, landings, guards, handrails, and gates;
- decking, fascia, skirting, and finish selections;
- drainage, flashing, utilities, lighting, and covers; and
- plans, engineering, permits, and inspections where applicable.
No single cost-per-square-foot number captures those differences. A small elevated deck with difficult access and complex stairs can involve more detail than a larger, low, simple platform.
How to compare proposals
Ask each contractor to state:
- which components were visually reviewed;
- what is being removed, retained, repaired, and replaced;
- the assumed condition of concealed framing and the change-order process;
- exact material and fastening selections;
- ledger, flashing, drainage, footing, stair, and guard responsibilities;
- permit, plan, inspection, and specialty-professional responsibilities;
- cleanup, disposal, and site restoration;
- exclusions; and
- product and workmanship coverage.
