What written scope means

A useful proposal is more than a total at the bottom.

It should make the planned work, major selections, responsibilities, and important exclusions easier to understand and compare.

Permit needs, specialist trades, concealed conditions, and change procedures vary by project. Those items are addressed when they apply; they are never assumed to be identical on every job.
